A rental apartment building in North York’s Westminster community could be demolished to make way for an even larger residential complex.
In late October, a rezoning application was submitted to city planners to construct three new residential towers totaling 814 units at 1875 Steeles Avenue West. The developer, Tenblock, is also behind Y&S Condos, located near Yonge Street and Eglinton Avenue East.
The proposed development site is situated on the south side of Steeles Avenue West, slightly east of Dufferin Street. The rectangular lot, which spans 138,230 square feet, is inhabited by an H-shaped, four-storey rental apartment building called Gardenview Terrace. The lot is also occupied by the 120-unit rental building’s accompanying surface parking lots and outdoor amenity areas.
The application seeks to redevelop the site into three residential towers, which would be 38, 39 and 10 storeys in height. Totaling 727,608 square feet of gross floor area, the residential buildings would provide 814 new dwellings, 120 of which would be rental replacement units. The tenure of the other 694 suites are listed as ‘to be determined,’ according to the proposal’s data sheet, meaning they could be either condos or rentals.
A new L-shaped north-south public road on the property’s western side and a new 16,000-square-foot public park in the lot’s southern end would also be constructed.
Building A would be located at the southern end of the property, housing 398 suites. The 38-storey tower would be supported by a three-storey base building, which would be shared with 39-storey Building B to the north. Building A’s ground floor would contain residential suites fronting the new park and public road, plus a lobby area, mailroom and above-ground parking.

The 39-storey Building B would meld together with Building C, making it look as though the two structures are one as Building C forms the base of Building B, but each would operate independently. Building B would contain 296 units, with the ground floor providing a lobby off of a circular driveway from the new road, a mailroom and an entrance to the underground parking garage.
Building C would be a 10-storey mid-rise with 120 suites built parallel to Steeles Avenue West. The replacement rental suites are currently proposed for Building C.
Of the total 814 residential units, the breakdown would consist of 363 one-bedroom, 346 two-bedroom and 105 three-bedroom suites.

Approximately 41,527 square feet would be dedicated to indoor and outdoor amenity space, including shared amenity terraces.
A linked two-level underground parking garage and three levels of above-grade parking would provide 637 vehicle spaces, 514 of which would be slated for resident use. A total of 612 bicycle spaces are also included in the proposal, located in the P1 and P2 parking levels and in ground-floor secure storage areas.
