Toronto’s waterfront has been completely transformed over the years, and continues to be a hotspot for some of the city’s most illustrious residential projects.
New details have been revealed this week for the final chapter of a master-planned development that has become an iconic fixture along the Queens Quay corridor.
Cityzen Developments has unveiled new information surrounding the third phase of its Pier 27 community in a recently launched project website that was picked up by commenters in an UrbanToronto forum earlier this week.
Pier 27 is located on the southeast corner of the Queens Quay East and Yonge Street intersection, adjacent to the Redpath Sugar Refinery. The first phase of Pier 27, a couple of 14-storey condo buildings, was completed in 2014, followed by a 35-storey tower in phase two that was finished in early 2020, according to data on BuzzBuzzHome. The land for the third phase, located at 25 and 35 Queens Quay East in the northern section of the community, is currently occupied by a temporary sales centre for Pier 27.

According to the developer’s project website, the Pier 27 phase three land was initially approved for the construction of two mid-rise buildings back in 2012. Updated intensification policies for built-up areas and development growth, however, has prompted Cityzen Developments to revise its phase three vision to create a pair of residential towers, the 11-storey East and 45-storey West Building.
The East Building would house 136 units, along with 4,327 square feet of retail space, daycare facilities, and both indoor and outdoor amenities. The taller West Building would contain 449 units, plus retail and amenity space. The project website has not specifically stated if the tenure of the new units would be condos, purpose-built rentals or a mix of the two.

Between the two towers, the third phase would also provide 362 parking spaces and 587 spots for bicycles. A future public park bordering the western side of the development grounds is also slated for the community.
Yesterday, the Official Plan Amendment and Rezoning application for 25 Queens Quay East was submitted to city planners, but the proposal documents have not yet been made publicly available.
Cityzen Developments has worked on a number of notable condo projects across the Greater Toronto Area, including the Absolute World condos in Mississauga and The L Tower near Toronto’s Union Station.
