A development proposal for two high-rise residential buildings has been pitched for midtown Toronto just north of St. Clair Avenue West.
Last week, a rezoning application was filed with city urban planners to construct a two-tower project at 63 Montclair Avenue in Forest Hill South. While no official application documents or renderings have been made available yet, the proposal briefly describes a residential building, topping out at 21 and 23 storeys, connected by a five- to eight-storey podium. A total of 419,824 square feet in residential floor area would be built.
Earlier this year, Bousfields Inc. began consulting with the City on behalf of the developer in regards to a zoning by-law amendment for the Forest Hill site, according to online public records logged with the Lobbyist Registrar. The Toronto-based urban planning firm is representing Parallax Development Inc. for the lot located at 63-91 Montclair Avenue, positioned slightly northwest of the Spadina Road and St. Clair Avenue West intersection.
Toronto’s Lobbyist Registrar is responsible for disclosing lobbying activities and the regulation of lobbyist conduct. Bousfields Inc., on behalf of Parallax Development, is seeking to alter the zoning by-laws for the area where the proposed residential buildings are to be built. The City outlines that Zoning By-law Amendments are applied to the use, alteration or development of a property that doesn’t conform with the current by-law. More specifically, rezonings are implemented in cases that call for major revisions to the by-law, such as land use changes, or larger building heights and densities.
Under current city zoning by-laws, the land in question falls under the Residential Zone category. The time period for lobbying this active case, which was initially approved in early February of this year, is set to end in February 2021, according to case information available online.
Within the local community, news has been circulating about the Montclair development. In early May, a post on the Casa Loma Residents Association’s website outlined a message it received from the South Forest Hill Residents Association, detailing Parallax Development’s purchase of Montclair Avenue properties and concerns over the development’s proposed scale.
Parallax Development is the builder behind the now sold-out Theory Condominiums on College Street, and a proposed 34-storey condominium development at 90 Queen Street East.
In the neighbourhood, construction is underway on Distrikt Forest Hill Village by Distrikt Developments. On the opposite side of Spadina Road and Montclair Avenue, Konzulat Towns by RAJACan Developments is currently under registration.
