Scarbourough’s Woburn neighbourhood has seen a major uptick in new development activity this past year. There are currently four new home projects in the neighbourhood, according to BuzzBuzzHome data, which includes a proposal for a multi-tower development with over 1,000 units that was pitched for Markham and Ellesmere roads earlier this year. Back in July 2020, a three-building condo complex was also put forward for 1221 Markham Road.
Now, another high-rise mixed-use project is looking to deliver even more units to the community, along with a brand new daycare facility.
In early May, a Rezoning and Site Plan Approval was filed with the City of Toronto to build a two-tower residential project with 644 units at 40-42 Tuxedo Court in Scarborough. Based on the application’s cover letter and additional commentary on UrbanToronto forums, the project’s developer is likely the Toronto-based Reserve Properties, who are also working on the Pharrell Williams-endorsed Untitled Toronto near Yonge and Eglinton.
Of the 644 proposed residences, the breakdown of the units would include 146 bachelor, 258 one-bedroom, 161 two-bedroom and 79 three-bedroom suites. The tenure of the units has not been determined yet under the application’s project data sheet.

The 3.49-acre development site in question is located on the north side of Tuxedo Court, slightly southeast of the Highway 401 and Markham Road intersection. The site’s owner intends to redevelop the southern portion of the property, explains the application’s planning rationale by HUNTER & Associates Ltd. The land is currently occupied by a 15-storey apartment building at 40 Tuxedo Court and a two-storey commercial structure which houses a convenience store, drug store and an event hall, plus surface parking areas. While the commercial facility would be demolished, the existing units and amenities in the apartment building would remain unchanged, says the planning rationale.
The proposal seeks to add two residential towers to the property, which would be connected by a three-storey podium. The tallest high-rise, the 29-storey Tower A, would be situated on the west side of the project, with the 26-storey Tower B on the east side.

The tower’s shared lobby would be located centrally between the two structures along the north side of the project, and is also intended to serve as a pavilion with views extending through the lobby to a landscaped forecourt located on the south side of the site. A two-level daycare would be built on the ground and mezzanine levels, with access to an outdoor space on the east side of Tower B. The ground floor is also shared by some residences, long-term bicycle parking and a 1,356-square-foot indoor amenity space, according to the architectural drawings.
A total of 27,964 square feet of indoor and outdoor amenity space is slated for the project, including amenity areas on the second and fourth floors. A two-level underground parking garage would connect to the existing parking garage under 40 Tuxedo Court for a total of 420 spaces.
