A high-rise, mixed-use project with a blend of condo and affordable housing could neighbour one of the five SmartTrack Metrolinx stations planned for Toronto.
In mid-August, an official plan and zoning bylaw amendment application was submitted to city planners to construct a two-building development reaching up to 20-storeys at 189-195 Old Weston Road in Carleton Village. The project would be constructed just southeast of the planned St. Clair West-Old Weston GO rail SmartTrack Station, which is expected to open in 2026.
The development site is located near the southeast corner of Old Weston Road and Westport Avenue, with the western property line close to railway tracks on Old Weston Road. The one-hectare site is vacant and used for construction equipment storage.

The application envisions the creation of an eight-storey and a 20-storey building on top of a four-storey podium on the eastern side of the property. At the fourth level, the building splits into the two structures, the shorter building rising along Westport Avenue and the taller tower portion near the rear of the property.
Lobby access to the building would be provided off of Westport Avenue and at the roundabout located in the centre of the development lands. A glass passageway would connect the residential building to the three-storey, V-shaped parking structure located at the back of the property. A laneway along the eastern side of the lot would connect to Miller Street.

The breakdown of the residential units would include 326 condo and 20 affordable housing suites, divided up as 212 one-bedroom, 86 two-bedroom and 48 three-bedroom units.
A standalone four-storey arts collective and retail building would be constructed at the northwest corner of the site near the intersection of Old Weston Road and Westport Avenue. This venue would be “focused on giving back to the community by providing art studios for local artists, exhibition rooms and other work space,” explains the rationale.

A total of 3,075 square metres of indoor and outdoor amenity space would be allocated in the development, located on the ground and fourth floor of the main residential building. Both indoor and outdoor amenity space would be provided on the roof of the arts and retail building.
Approximately 802 square metres of open green space next to a landscaped rail safety crash berm would be incorporated into the project, plus a dog park at the south end of the site and a landscaped pedestrian path along the western property line.

A total of 243 parking spaces would be included, along with 422 bicycle spots.
